The error "authorization failed" means that the user has successfully been authenticated, but has no authority to access the repo paths. So it's not a problem of authentication, i.e. the user successfully can log on. But the user doesn't have read/write access to the repo.
Maybe this helps: http://svnbook.red-bean.com/en/1.7/svn.serverconfig.svnserve.html#svn.serverconfig.svnserve.auth.general http://svnbook.red-bean.com/en/1.7/svn.serverconfig.httpd.html#svn.serverconfig.httpd.authz.perdir Also you might get more help with this on the Subversion users list since this is an issue of server setup and isn't really an issue with TSVN.
