The error "authorization failed" means that the user has successfully been 
authenticated, but has no authority to access the repo paths.
So it's not a problem of authentication, i.e. the user successfully can log 
on.
But the user doesn't have read/write access to the repo.

this is an issue of server setup and isn't really an issue with TSVN.
