There is the following sentence in RFC 2418: "WG participants should specifically note the requirements for disclosure of conflicts of interest in [2].". The referenced document is RFC 2028. I could not find any requirements in RFC 2028 or the document which replaced it. You brought this up on the IETF list last August [1]. Perhaps you want to ask Jay to ask IETF Consel about it.
