This is my position, so don't change it :) John wants to mark a ton of things with "D". I think that a good number of the things he asks for should be marked "D", but I wouldn't want an expert to be put in that position. "Y" and "D" are both effective statements because they come with the "authority" of the IETF (for what that is worth).
