That seems to be an exception. At one time, the texlive rpm repositories were *not* going to track TeXLive updates; that's when I bailed out. But it seems they are now getting updates: that repo was updated on March 7th and most of the packages I checked were up to date. My apologies. According to my tlmgr.log, there have been 1540 updates to TeXLive2011 so far.
