This file should have all languages enabled. See the original at http://tug.org/svn/texlive/trunk/Master/texmf/tex/generic/config/language.dat and installer should create another file in addition to this one, composed out of only those languages that were installed on the system. If you want a quick fix, add a line to language.dat. If you want a proper fix, ask the ones who are packaging to fix the problem. I remember a recent thread about the same problem, but somehow I remember people talking about the latest version fixing the problem (but maybe that was fc 16).
