I know that is sounds weird, but patterns are in hyph-utf8 and texlive-hyphen-* packages are only supposed to load them into format. (The reason was that packaging of patterns would become a bit complex if it was done differently.) Most hyphen packages are more or less only pseudopackages nowadays.
