Perform for crap, I can live with.  Become unresponsive, not so much.

It's not the CPU or Memory that's underprovisioned.  It's the network and 
storage getting throttled down to 40 IOPS and 15 KB/sec that kills it.

To answer the question about whether or not it's underprovisioned dramatically, 
this is a normal state for it:
Mem:    608736k total,   581652k used,    27084k free,    41392k buffers
Swap:        0k total,        0k used,        0k free,   168528k cached

236M of memory free out of 608M.  Means it's not experiencing memory pressure.
