It depends on the service. Any service that would collect personal information about users can't do so from minors under 13 years of age in the US without the permission of the minor's parent under COPPA: http://en.wikipedia.org/wiki/Children's_Online_Privacy_Protection_Act
In Google's case, they don't put a general limit on their services, but some services have more specific restrictions.
