It depends on the service.  Any service that would collect personal
information about users can't do so from minors under 13 years of age in
the US without the permission of the minor's parent under COPPA:

In Google's case, they don't put a general limit on their services, but
some services have more specific restrictions.  For example, the TOS for
Google Play restricts it to users 13 years of age or older:
