For my toddler, I got her an android tablet - the trick is - you have to install Zoodles Kid Mode. Set a PIN so they can't get out of it. Also set a PIN on your google account so they can't make in-app purchases. Also install Tasker (or something similar) to automatically launch Kid Mode whenever the device reboots. I can't recommend it highly enough.
