I've always thought that tooling is critical to Tapestry gaining wider acceptance. Even a shoddy framework with great tooling can gain popularity, whereas an ideologically sound framework with no tooling stays on the margins. Good tooling should therefore be a priority IMHO, otherwise people will commit time to something that will likely be left behind.
