You can't really compare them. Ruby is a programming language, Tapestry is a
java web application framework. The idiosyncracies between languages alone
limit the ability to draw any useful comparisons.

The only general argument I can think of is that "java" has a lot more
robust enterprise sort of support (ie jms/hibernate/jmx/drools/etc..). If
you're building a smaller sort of site and don't have any requirements other
than building a pure web interface then RoR might not be the worst choice ;)
