Well then the problem is the java programmer, not the CSS! I always wonder how one guy who is disciplined enough to do proper JDBC and transaction demarcation, or to build complex architectures, can't use HTML as it was designed to. I think people underestimate the work of a good web coder.

This is problem of culture, not that it is impossible to make CSS work properly.
