Well, that's the problem, if one can't travel on a certain way with a
general purpose bicycle, then it shouldn't be tagged highway=cycleway
You're misinterpreting 'cycleway'. In itself, it carries no implication
of permission, ability, condition or location. These should all be
covered with additional sub/adjective tags.
