Of course, "lead" can be pronounced two ways to mean three (at least)
different things.
"Leash" would probably be better, because a hook made of lead would not be

to restrain a strong dog, since lead is a very soft metal.  Or is it a hook

I wouldn't object if somebody came up with a good name that encompasses
both, with a
subtag to differentiate the varying types.  Using a tag that encompasses
both without
a subtag to differentiate them would be bad.  Referring to a hook as a
hitching post is
worse.  And referring to a hitching post as a hook is worse still.
