I agree somehow that you can find similar conditions in historic centres in areas with hills (i.e. lots of steps as well). Usually we would not tag anything smaller than at least 3-4 meters as pedestrian road, for sure not a footway where even a wheelchair can't pass due to the width (like the 50cm example I gave above).
