No, that tag is correct. It is not allowed to walk in the tunnel, because the tunnel is still part of the street Tunisstraße, which has a sidewalk. See StVO §25 (1) https://www.gesetze-im-internet.de/stvo_2013/__25.html I expect similar laws to be in place for other countries.
