Those numbers are a little misleading. First, there are about 40000 mappers active in past 30 days, as with much of internet most users are inactive. Second, I would say a bigger influence in "which tags mappers should use" is held by maintainers of iD and other beginner-friendly editors, which if anything is a number smaller than 20.
