I'd prefer if the supported brands were part of the value – as most brand-related strings currently are. Like this, for example: top_up:phone = Brand1;Brand2 Otherwise, we would end up with a very large, unbounded number of keys, which likely isn't as easy to support for editing tools. And (although this is the least important reason) brands are likely to use characters such as uppercase letters or non-ASCII characters that should be avoided in keys where possible.
