IMHO it is unlikely that we will introduce many different “amenity” tags for non-drinking water. Generally, if you see a lack of tagging possibilities for certain features or aspects of features, you could create a proposal in the wiki with additional keys or values, and see what others think about it. Redefining or removing well established tags is very difficult and close to impossible, so I wouldn’t use too much ressources for this. Tags are developed through both, proposals, and more importantly, people who use them.
