My confusion.
The proposal is for the "change"-tag, which shouldn't be used without a
lanes-suffix. But the taginfo on
<https://wiki.openstreetmap.org/wiki/Proposed_features/change> refers to
https://taginfo.openstreetmap.org/keys/?key=change which is used only 67
times, not key=change:lanes.
