As others have mentioned, telephone/fax are very frequent in many
parts of the world, hence the option of using them. The description
says "and/or", meaning that they are optional.

However, I am persuaded by comments here and on the wiki page that the
PRINCIPAL role of the place should be the providing of internet
services, and will amend the proposal to reflect that.

This means that LAN gaming centres will not be included in this, but I
will leave service:gaming as an option. Someone else can propose an
amenity=gaming_centre tag.

As to coffee/tea/cake ... they are covered in the proposal
(service:food=yes), and in fact the main purpose of this proposal is
to distinguish cafes (whose primary business is selling
coffee/tea/cake but might offer internet service) from these "crappy
little shops," as one commenter put it, whose primary business is the
internet but might offer coffee/tea/cake on the side.

Both wifi and printing are mentioned. A place that is primarily for
printing doesn't belong here; if it's a copy shop, there is already a
copy_shop tag. Wifi (properly tagged WLAN, since wifi is a trademark)
is covered by the internet_access key, which is specifically
referenced in the proposal.

Download/upload speed is properly part of the existing internet_access
key, and is mentioned as part of its Talk: page. See
http://wiki.openstreetmap.org/wiki/Talk:Key:internet_access

I don't think CD/DVD burning is a major function that needs to be
separately listed in the documentation. Anyone can of course use any
tag they like. For example, I don't see any mention of DVD burning in
the OSM wiki.
