For me that only makes sense if you also specify the type, so I prefer designated=xxx ( that's with JOSM asks for). for your hotel example, access=designated still does not tell me the group for which it is designated, but I'll agree there is a difference in meaning between private & designated. However, for the router there is not much difference between private & designated (or permit holder or ...). It will always have to ask the end-user whether it is ok to follow a road (or access a property) when that item has one of those restrictive permissions. m
