Some objects are harder to classify even when we look at their height as a second important property of monuments - what do you think of:

1. https://commons.wikimedia.org/wiki/File:Pomnik_Poleg%C5%82ym_i_Pomordowanym_na_Wschodzie_01.JPG (takes a lot of space, but only a central part is easily visible over ground)

2. https://en.wikipedia.org/wiki/Soviet_Military_Cemetery,_Warsaw (cemetery with dedication, obelisk and taking a lot of space, and even mentioned as "monument" in the body of article and is officially called "mausoleum" in Polish)
