The misunderstanding in the role of the wiki vote has been persistent,
harmful, and long standing.
In my opinion this is the key problem - it's more of a social and 
structural issue than technical one and I bet no word play will fix it.
OSM needs a general project structure rethinking and reorganizing, 
including (but not limited to!) the role the Wiki plays in it. I'm 
pretty sure that mappers won't get it more casual just because there's a 
different wording. They are just lost with too many different tags and 
sub-tagging schemes which are not coherent and universal enough anymore, 
so they rely on the Wiki as a "phone book" (case-by-case) type of 
official documentation.
We need more hierarchical/cascading tagging schemes - not only more 
detailed, as we do now - on a general level (like areas tagging 
redesign). I also envision moving from high-level primitives (like 
"school") to "bricks" concept (like "education+children"), which would 
make system easier to navigate, extend and remember without that much 
help of Wiki cases.
