My country has not abolished conscription numbers. Originally all communes
used conscription numbers. All cities abolished them long ago, but some
rural communes still use them, or are in transition.

Remember that conscription numbers where introduced in the 18th century when
Bohemia, Moravia and Slovakia were all part of Austria, so it's actually the
same system, or at least it was originally.
