I agree this should not happen, but can also be easily fixed by either a bot or quality assurance tools like keep right which tell you there is a operator:wikipedia tag without a operator tag.

Although I have to say I see one advantage with Wikipedia and especially Wikidata tags is that they usually are more consistent, because people go on Wikipedia and copy the title or ID suggests it. When you manually enter it you can get a lot of different versions.

And I think here this only happened, because addr:housename was used and what happened was that name= was basically the Operator.
