exit_to is what's on the sign. name is a name given to the interchange,
which doesn't usually exist in the U.S. A few examples where it does exist
(mainly on toll roads):

I know there was a discussion somewhere about replacing name with exit_to,
but I don't remember where. Thus the wheel is being reinvented for no
reason.
