JOSM supports exit_to. JOSM doesn't support destination. Following the text by Martin I updated http://wiki.openstreetmap.org/wiki/Tag:highway%3Dmotorway_junction#Destinations. I indeed think it's a good idear to be clear in the communication of any (to be) deprecated tag.
Most exit_to's seem to be used in the US. I checked upon a motorway_junction in the US (New York) where I noticed that the name=* of the motorway_junction had been replaced by exit_to=* with the same value. The US does not seem to use the name=* on the motorway_junction.
