Alright, I've just tagged them as normal traffic lights, but added a "note" tag with additional info for the future if ever needed. "Traffic Lights only control traffic heading out of town to the South Side. There are no traffic lights inbound." Here's my example: I'm pretty sure that the traffic signal tag as it currently exists is more concerned with whether or not a signal is present, not whether or not it is always lit, or faces all possible directions.
