kerosin and I have talked about a couple of different approaches:

social_facility=shelter
social_facility:for=homeless

or along the lines as you recommended:

social_facility=shelter
shelter=homeless_shelter

I find social_facility:for=homeless to be more descriptive, it's clear who
this feature is for.  Is there any consensus one way or the other?

Also, if I wanted to capture specific data about that they offered, I'd like
to follow the amenity:recycling tagging scheme (
http://wiki.openstreetmap.org/wiki/Tag:amenity%3Drecycling):

+ homeless_shelter:programs=jobs
+ homeless_shelter:meals_served=breakfast
+ homeless_shelter:lodging=yes
+ homeless_shelter:emergency_medical=yes

Is this a good model to follow?
