Why shouldn't importance not be defined? It is pointing out that it's
about hierarchy: (A is more important than B, B is more or less
equally important than C, ....). You try to create a hierarchy of the
street grid that works starting from the upper end and from the lower
end. It surely also has to do with "size / connectivity / capacity",
but this to compare nearby (and countrywide) alternatives, not on an
absolute scale.
