Aside: John & others may find that for backups of iPhone & iPad the independent 
program called iMazing is easier and better than using iTunes.

It’s what I now use for backing up my old iPhone SE and iPad Mini 4.

No, Apple doesn't permit other sources of install.

It is highly unlikely you would be able to rollback the OS on your new iPad to 
match the old OS version on your old one. Yes, you'd lose your new work, but 
you also almost certainly would not gain PocketSword on the new device.

You would need to use another app. 
https://apps.apple.com/us/app/bishop-the-sword-project/id1399921911 This is 
also available. It isn't necessarily as feature-complete as PocketSword was. 
There was recently a brief discussion of it missing some of the more advanced 
features on this list. But it suffices for all of the basic functionality you 
would need. There are other apps, but you would need to work with their 
developers to have them build for iOS. Very few of us in the SWORD ecosystem 
are both iOS/Apple users and developers so there is a noticeable gap in our 
coverage there.
