I agree with what Mark said.

I think that the end user should come first, and that us as developers should 
come second.  Sure, it makes it harder for us to keep an eye on all the 
modules, but we also have very easy access to the mods.d folder (in svn or our 
own install of SWORD).  Or, as developers, we could build in hidden prefs to 
display module names in English.  May as well take advantage of the fact that 
we're the ones who hack the code...  ;)
But usability for the end user is what I'm taking into account.  They should be 
the priority.  The user in China who gets a copy of <insert font-end here> with 
it completely localised in chinese, but struggles to actually install a Bible 
translation because the only bit that is in English is the module names?  
Seeing "New Chinese Version Traditional" or "ChiNCVt" isn't gonna be any help 
to that user...
Unless we're assuming all our users read some English?  Or all our users are 
fluent in English and simply want other languages for study purposes?  TBH, I 
have no idea what the "average" user looks like for the SWORD project...  :(
