Merge FreeBSD,NetBSD,OpenBSD: use syslog() by default, not a log file
close #2295 ipsec pluto: PATH/etc/ipsec.conf:4: warning: overriding earlier
'config setup' keyword with new value: logfile=/tmp/pluto.log
