Merge libipsecconf: make 'config setup' a two-pass parser
- pass one builds the ipsec_config_keyval list
- pass two parses the values and saves them

libipsecconf: for config-setup, set .set to {k_set,k_unset}
It starts in k_unset.
It's set to k_set when when updated by either ipsec.conf
or a --OPTION.
don't use k_default as that is for 'conn %default'
