Merge libipsecconf: split keyword arrays
into separate 'config setup and 'conn ...' variants
roughly halving their size

libipsecconf: split ipsec_conf_keywords table
into
config_setup_keywords
config_conn_keywords
roughly halving the size of the arrays
Note: this means that the enum ranges now overlap.
