The cost of many full range speakers that go very low is quite prohibiting.
There is an argument that the lower the frequency the bigger the cost of
the driver and amplification. The higher the frequency it gets cheaper.
There are also implications for accuracy too. Less are also needed as we
are less sensitive the directions of lows.
More tweeters means better directivity at frequencies that lose the most
with inadequate coverage. It also means the drivers position is more
accurate when computing a decoder.
There are also other benefits, at the cross over frequency, due to the
close proximity of bas/mid/top drivers, distortion occurs. Due to
interference.
Also higher frequency drivers take up less space so is easier to hide.
A decoder that has control of all separate drivers in a space should
therefore be more accurate.

But how would you build a good Ambisonics rig for home use, then?
You might need three or four subs if the range of your speakers doesn't
go down far enough... If you don't have space, I would (still) go for
good speakers, at least down to about 40 hz.
And maybe we should distinguish between a large area rig (Jörn) and a
home system, for further and more accurate discussion. The large area PA
system will be cheaper if you use subs. In home systems you will have
the typical space restrictions.
You could use one sub of your 5.1 system, as long as you have one.
Typical Ambisonics software decoders for 4.0 or 5.0 layout won't support
the .1 subwoofer. (Or are there some?)
Jörn: With which software and measures are you actually driving your
system? You could filter the channels and (basically) drive two decoders
for 3rd order (main PA speakers) and 1st order (for the 4 subs). (?)
A normal "sound processor" style filtering can't be applied in this
case, because of the mixed 8 speakers/4subs PA system. So aren't you
using a "mixed-order decoder" in the 1st place? (Quotation marks
intentional, as the source is TOA. You still have 8 + 4 speakers/subs.

the saving money part happens when you stop pushing every single
loudspeaker down to 20 hz (because extended lf capability equals size and
weight and money, and as we all know, there are many many loudspeakers in
higher-order ambisonics).
it's just not very economical.
frankly, i'm waiting for some well-funded ambisonics wizarding school to
go one step further and start building a mixed-order three-way system with
a few subs, a few more midrange enclosures and many, many small hf units...
and i'd like to stress that subwoofer != lfe.
i don't need an lfe for music, even less so with all the +/- 10dB
guesswork :-D
but i do like my 10 octaves (or the 9.5 which i can still hear).
i want small speakers with an excellent price/performance ratio that are
easy on the rigging. so all the low frequency gets offloaded to a few subs.
in the example i gave, we used kling & freitag ca106, which were excellent
for the job.
as an aside, i believe that a hypercardioid decode can produce quite
astonishing lf localisation even in a small room, so using for subs is by
no means a waste of resources.
