Gavin's very helpful paper reference includes the channel ordering and
angles, if not the elevations. There's a subsequent paper indicating 45deg
as good for the upper speakers. I suspect that's as good as it gets.

Also, Gavin Kearney described one AES
preprint which gave the channel ordering.
Previously, Eric Benjamin gave details of
another AES preprint from 2004:

Authors:  Hamasaki, Kimio; Nishiguchi,
    Toshiyuki; Hiyama, Koichiro; Ono, Kazuho

Perhaps that contains the speaker vectors.

As for trying it out, a report on IBC 2008 said
that NHK is collaborating in the "Broadcast
Technology Futures Group" with the BBC and
Italy's RAI.  If you know somebody from the
BBC, perhaps they can help.
