No, I don't think that is correct.  I think that affects the Tabs bar
only when a single tab is open.

Instead, on the menu bar select [Edit > Preference].  On the left side
of the Preferences window under Categories, select [Browser > Link
Behavior].  In each of the three groups of radio buttons, select the
bottom button for new windows.  Then select the OK button.
