I would say yes, in 2022 at least there's a "least to worst" list of commodity
at 20.3.1.3 and 20.3.1.4 explicitly states protection criteria for a higher
commodity can protect a lower one. Cartoned is lower than exposed.

Subject: [Sprinklerforum] Protection of Expanded Group A Plastics

If a system is designed to protect EXPOSED Expanded Group A Plastics, then is
it automatically sufficient for protection of CARTONED Expanded Group a
Plastics? In the NFPA 13 table, there is no option listed for protecting
Cartoned Expanded

In the NFPA 13 table, there is no option listed for protecting Cartoned
Expanded Group A Plastics with K22 or K25 ESFR sprinklers. Why is that? There
are options for K14 and K17 sprinklers.

There is an option to use K25 ESFR sprinklers to protect Exposed Expanded Group
A Plastics. If a system is designed to that criteria, does that system also
provide adequate protection for Cartoned Expanded Group A Plastics?

[Note: I do know that there are more protection options using FM datasheets,
but I'm curious specifically about NFPA requirements.]

Thanks.
