I submit all my rules through the online Bugzilla system, following the documentation at http://wiki.spamassassin.org/w/ContributingNewRules I just today saw that Justin grabbed my longwords rules from the list and he himself documented that submission through Bugzilla, so the method is still an/the appropriate way to go.
