Sorry I meant user_prefs in ~/.spamassassin - Will SA take the composite
list of blacklist information in /etc/mail/spamassassin/blacklist.cf and
the ones in ~/.spamassassin/user_prefs

Yes, SA will read any .cf file in /etc/mail/spamassassin.  No, the
local.cf
file is not in ~/.spamassassin/, it is in /etc/mail/spamassassin.  So
/etc/mail/spamassassin is parsed for *.cf files.
