Now, somehow after processing a single message spamd has set the perms on the bayes_journal file to ----------
I can't find any sort of spamd error in the maillog to indicate why this is happening, or anything at all anywhere to indicate why this is happening. the only place "spamd" appears in /var/log/ is in maillog and once in debug.log where it shows spamd starting.
This process repeats everytime I fix the permissions, though I am not sure it is always on the second messages where it fails.
