Just like white list / black list, you have both because it would be a pain to try to keep track of the 9999 of one just to exclude one of the other... and if it doesn't stay at 9999 then things break. And what if it doesn't match any of our ok_languages? then it will fail, against our wishes. Can you guarantee that you know all the possibilities? So I want zh.big5 to go thru, and zh.gb2312 not to.
