On our system (CommunityNet ISP) we allow our inidividual users to set their 'Hits Required' level, and choose between deleting or merely flagging the mail. We encounter some confusion among a few of our users when they turn on the filter in the default 'flag' mode and expect spam to stop appearing in their box.
