Being very new to spamassassin, I hope these aren't too dumb questions. Having configured /etc/mail/spamassassin/local.cf as inserted below,
I'd suggest running spamassassin --lint. There are errors in your local.cf.. in particular, defang_mime is not a valid option anymore, and is superceded by the report_safe option (which you are using).
$ spamassassin --lint Failed to parse line in SpamAssassin configuration, skipping: defang_mime 0
