I had the same problem.. though I think I just solved it.. if you open up the rules in whatever editor you choose, I found ONE line that wrapped and messed up the whole thing.. when I 'unwrapped' that single line, it --lint'ed' fine.. I'm implementing it now.. I had the same problem in the oct03_rules.cf file... same solution too :)
