gvim works very nicely under Win32 and it gets rid of CR-LF line endings
if you tell it to.

If you have recode on your system, try:

    recode ibm-pc..l1 < evilrules.cf > evilrules.clean.cf

which should strip out any stray CR-LF line endings.

wget will retrieve the file just fine but does nothing about the line
endings.
