Yes. The SA whitelist only performs a score-biasing method, but the messages are still checked. This applies to both the conventional, and the AWL system.

Wait.. you're confusing two separate things.. that's the AWL, the automatic whitelist.. this is completely different than the conventional whitelist system (ie: whitelist_from_rcvd configuration statements).
The AWL is intended to "smooth out the bumps" and make it so that someone who mostly sends non-spamish email gets some credit if they later send a spammish mail. It's not really a "whitelist" at all.
The conventional whitelists are SA's best effort at implementing a whitelist, but they work by applying a fixed -100 score to the messages. This pretty much eliminates any chance of them being tagged (except if they send a GTUBE), but it does still get checked.
