You can do that (I think) with spamass-milter. The required score for SA 
to tag as spam is different from the score required by the milter to 
reject the message. I currently run with both set to a 5.0 but they don't 
have to be the same. I could set SA to tag at 15 and set spamass-milter 
to reject at 15.
